Event overview

About this event

Ontario is entering a decade in which when a building uses electricity matters as much as how much it uses. Provincial demand is forecast to grow steeply, nuclear refurbishment has tightened summer capacity, and capacity auction prices have climbed to record levels. In response, the province now offers commercial buildings three distinct ways to be paid for reducing load at the right moment: the Industrial Conservation Initiative, the IESO Capacity Auction, and the Save on Energy Peak Performance Program. That third program is the reason for this session. It requires that at least 75 percent of a participating facility’s load reduction come from HVAC equipment. Ontario has, in effect, written the mechanical room into the electricity market. HVAC is the only load in a typical commercial building large enough, fast enough, and forgiving enough to move on command. But a building cannot shed load it cannot see, cannot control, and cannot verify. Stuck economizers, overridden setpoints, drifted sensors, undocumented sequences, schedules that never left occupied mode, and trend data that was never collected are ordinary existing building commissioning findings. They are also the specific reasons most buildings cannot participate in demand response, or cannot prove they did. This session reframes EBCx as the enabling infrastructure for grid interactivity rather than as an efficiency exercise. It covers the mechanics and the economics of Ontario’s three peak programs and how to choose between them, a practical HVAC flexibility playbook covering precooling, global temperature adjustment, staged equipment shedding, ventilation strategy and rebound management, and a sequencing plan that puts commissioning ahead of enrollment. Findings and results from the Ontario office and mixed-use buildings are used throughout.
